Update and Technical Network Question

Now for the network question. We have a mixed Mac and PC household on our wifi network. I want to add network attached storage (NAS) for backups and filesharing (music, ebooks).
I'm reading up on this, and I am wondering: can I convert an existing external hard drive to a NAS box? How do I do that? Do I need a USB to Ethernet converter? What else do I need?
Any advice, links, resources, etc., will be gratefully accepted.
